How do I change the delay in dialing out. There is a 10 sec delay before dialing the number.

By changing the delay from 10 to what ever you want.

Take the ; out of the short code. That will cause a delay with analog.

the delay on analog is caused by the system starting to pick up the line when ALL digits are dialed and then dialing on the analog line followed by the patching through of that connection. You will not get anything faster than that except putting line appearance on the phone and picking up the line directly and then dial the number. ARS has that feature and the analog line delay (sending all DTMF to the line provider) adds to that.
you might be able to achieve a slight increase in speed if you don't use a N shortcode in the ARS but use 10 X's or 1 followed by 10X's for LD calls because then the system knows that this is the end of the dial string and won't wait until the delay timer tells it to go. But apart from that you can only get faster with digital lines (PRI, ISDN or SIP)
