ARS configuration

I need to setup and ability in the ars table when a user dials a long distance number ask to area code 513 where the system will route the call over a ip trunk to another avay 406 system and then dial out locally on that unit. I currently have then setup to dail entension to extension between the two avaya 406 units. If anyone has an example please let me know
