arrow keys not working in Terminal Services/Remote Desktop?

We have 1 XP Pro w/ SP2 user who when he logs on to a remote desktop that is running either Win2K or Win2003, the left/right arrow keys do not work. Any known issue or work-around?

I saw one similar comment in this thread where the problem seemed to be caused by logging in to a remote access program to then access a remote desktop.
