Arrays in a webpage?

Hi everyone. I need to get some arrays to function in outside of the body of a webpage. What is the most appropriate thing for me to learn in order to do this? PHP, ASP, SQL? I really have no clue. I really don't want to waste time trying to find out by myself and end up choosing the worst possible thing which, knowing me, I would.
