arp capture question

I haven't seen this before in a capture, the NIC does that is requesting the arp has a hardset IP, it isn't flapping, although when it arps it doesn't have the IP included. For senders mac it has the correct MAC, for senders IP is has 0.0.0.0 Target MAC is 00:00:00:00:00:00 target IP is an IP that is reporting an IP conflict with the requesting device.

Shortly after this first packet, there is a gratuitous arp reply packet, to the device mentioned above.
sender MAC and Sender IP are correct, the Target MAC is that of the requesting devie and the Target IP is the same as the Sender IP.

This has happened a couple times that we've captured. I just can't find a trace file that matches what I'm seeing.

Any ideas?
