Are there Symantec OpenStorage partners in the public cloud?

Does anyone have experience using the OpenStorage dedupe option available using Symantec Backup Exec 2012? I am interested, but have questions on how it could fit into our environment.

1. How is the Symantec version different from, say, the Nexenta version?
2. Is OpenStorage really open architecture, or something proprietary?
3. Are there hosted cloud partners available so that I could duplicate deduped backups to the public cloud for long term retention?
4. How does the client side dedupe option perform versus the server side?
