Are there any issues with 2007's compact/repair tool?

In 2007, I ran a compact/repair on a database and it did not change in size. I removed a rather large table and re-ran the compact/repair and it still showed the same size.
Is there an issue with the compact/repair in 2007?

Never had that issue with 2007 - always reduces file size for me.
