Are Service Packs Cumulative?

This is NOT correct. NT service packs contain the fixes from previous service packs. What additional components you get are determined by how you get the SP. If you just choose to run the SP over the internet, then you get only the service pack files. If you order the CD, you will get some additional administrative tools and goodies to use.
