Are scanlines possible to produce

Hi all,

REcently downloaded and played some emulation software (mame) and noticed i could choose scanlines options. This made my tft monitor actually look a whole lot better, my question is

Can i reproduce scanlines all the time, so that i have them on my desktop and all games that i play ?

I have a 9800xt and L1710s Flatron tft
