Are COBOL II and COBOL/VSE the same??

Please give information regarding the two.
 
COBOL II is no longer supported on the VSE platform. COBOL/VSE is basically a superset of COBOL II and supports COBOL 85 and the subsequent standard changes to support Intrinsic Functions. IIRC, both rely on Language Environment (LE) to provide runtime support.
 
I think COBOL/VSE supports EXEC DLI statements where COBOL II has to be CALL 'CBLTDLI'? Wonder why EXEC DLI is not available in COBOL II? I thought the EXEC DLI came in pretty handy.
