ArcServeIT 6.61 Database Engine

I am unable to start the database engine service. It will not start through the server admin, I try to manual start through services I get an error 2140. I have tried all the options in dbmgr.exe (repair, initialize, check) and nothing seems to help. I seem to remember this happening to me quite a while ago and I found some info on the internet that said there was another service or something to start first, and then start the database engine but I can find any documentation on it now. Any suggestions would be greatly appreciated.

Terminate the dbeng.exe & rds.exe services with task manager if they are running. Then remove all files ending in .chg and those starting with rdm*.*

Now try starting the engines, you may have to initialise and re-merge your tapes after this.
