I have Exch 2003. and I am looking for a Cost Effective Email Archiving solution. I am looking for somthing I can Export Email from AD Terminated users, while still allowing certain Active Directory users access to the email.

solutions I have looked at:

Exporting email to a PST file, is ineffective. Only one user can access the PST file.

Exporting the Terminatated users email to a public folder can be time comsuming.

GFI MailArchiver: only issue I found was, If I removed the the AD account, you couldn't access the email from GFI MailArchiver.

I agree, I have not found a good solution for this. But, here is what i do...if a user is terminated but other users still need access to the mailbox...I reset the password on the AD account and leave it enabled. Then give the users that still need access permissions to view the mailbox. This is usually just a temporary thing and then we disable the account and archive to PST file once the mailbox is not needed. Hope that helps...it would be nice to know of a better solution.
 
.pst isn't the answer to anything other than exporting terminated employees, IMNSHO.

There is no direct migration path to move terminated email to a public folder. And that just moves it from one database to another, so you'd lose Single Instance Storage.

You could disable the account immediately...account does not have to be active in order for other users to see the mailbox. Ones the "other" user has gained the access to mailbox you can then hide the "goneuser" from address book and then completely disable the account. If you need to user who inherited/reviewing the mailbox to get new incoming mail then just add that goneuser@domain.com to "other" users smtp lists.

As far as "active user" archive I have to find Cost Effective Email Archiving solution....for something with longevity it starts of application, hardware and some form of DB such as MSSQL.

For "terminated users"...I usually give someone 2weeks period to dig around through mailbox and after that email is placed into PST and stored away, access only per request.
If request is made by multi users can access PST through network share since I do not really care of corruptions of PST copy.

I guess all this is based on your own policy and, as always, resources you have in your shop.
