Archived Attachment Issue

I have several users using Outlook version 97 - 2002 and the old Exchange client at one site, who get the following error message when they forward a message with an attachment directly from their personal folders (.pst):

could not open one or more attachments

I have gone through Microsoft, technet and there are very few solutions that fit.

Once they move the message to their inbox it will forward.

Any thoughts? Thanks
