Archive All Exchange E-Mail

With Exchange 2003 you could configure all e-mail that went through the server to archive to one mailbox. I can't seem to find that feature in 2010. I know they have the archive feature when you have ECALs but I am looking for a global archive like in 2003. Anyone have any idea if this feature carried over or not?

You can still do journaling in Exchange 2010. But, just like 2003, it doesn't capture all Exchange data. It also drastically increases storage I/O.

Plan for performance, and capacity takes care of itself. Plan for capacity, and suffer poor performance.
 
You can also buy this service from cloud SaaS email hygiene providers.
 
All recommendations aside, to set this up in Exchange 2010, you need to create a journaling account and then configure it in the Exchange Management Console by getting properties on the mailbox database (Organization -> Mailbox) and specifying the journaling account to use on the Maintenance tab.
