apsfilter and magicfilter?

Does anyone know what the following directories are for?

/etc/magicfilter/*/
/var/lib/apsfilter/*
/etc/apsfilter/*

Honestly, I looked all over google and no help there.

Well, anything /etc is configuration data. The /var directory is where files that may change over time are stored. Some of the things found in /var are spools for printers and mail. Also found in /var are various log files indicating different system activity. In your case, apsfilter and magicfilter are both printer filters.
