Aprove/Reject on Portal

Aprove/Reject funtionality doesn't work in SPS (portal). I anabled the library for aprove/reject but every document (regardless which user creates it) is alrady approved.
There is no even such detailed list of priviligies granted to the user as in WSS. In WSS I can give only approve rights to certain users.
Am I wrong?
Can approve/reject cycle be applied to Portal, or not?

I am using the approve/reject function in a document library on the SPS Portal and it is working just fine. I have a user that is a contributor, which adds a document, then it automatically sets it in pending mode, then I logon with my account which is an administrator and I can approve or reject the document.

Only thing to keep in mind is that if a user have Administrator rights either on the sharepoint server itself or the sharepoint portal server, the document will automatically be approved directly.

The problem is that I try different users with reader, contibutor etc rights and everytime is the same result - the documetn is approved. It looks like each user has admin rights regarless whether he is assigned reader/contirbutor etc group.

Have I missed something in installation?
