Applying Global Views in Outlook 2000/2002/2003

How can I apply the same view to every folder, subfolder, and or public folder for each client or the whole office. My goal is to turn off the auto preview and the reading pane (2003) without doing it each and every time I visit a folder for the first time. Right now I have Exchange 2003 Enterprise on a Windows 2003 Std Server, my clients are running a mixture of Outlook 2000, 2002, and 2003 installs but we will be pushing everyone to Outlook 2003 soon.
