Applying Computer Settings at startup is very slow

Do you have any favorite tweaks I can try to speed up this laptop's startup? It is typically especially slow when the "Applying Computer Settings" window is displayed.

Stand-alone, or Domain?
Roaming profiles, or not?

Thanks for the reminder to include more info.

It is in a domain.

Roaming profiles.

The PC is defragmented, and excess (unnecessary) profiles are deleted
