Applying comp settings takes forever

Applying computer settings during bootup takes forever and i know about the client must point to local DNS server and not DNS at ISP.
But what else is causing this behaviour. I have even moved the computer to a new Computer OU without any GPO applied but its still taking very long.
 
Forgot to mention that pc's have Win XP SP2 installed.
 
What happens if you unjoin the pc from the domain and then rejoin it?
 
Try replacing the network cable. I have had this happen several times and replacing the cable almost always fixes it provided your DNS is configured correctly.
 
I believe you will find that this is a permissions issue.

As I recall there were 3 permissions needed to resolve this. Sorry I can only recall for certain Bypass Traverse Checking.

I think the other two were Take Ownership of Files or Other Objects and Log on Locally. Search for a KB regarding being unable to run Windows Update. The permissions listed in that KB should also fix your problem.
