Applications in GPO are not deployed correctly

Me again with more RIS/Deployment problems. I have created a standard build policy which should install our standard applications to a desktop. I want to apply this to the computers in an OU. This did not work so I changed this so that the software was distributed to the users from the User Configuratuion section in the policy. This did work. It did not install the application though. It only creates the icons and installs the software on first use. This is not what I really want. How can I get the software to be installed to the computers in the OU and also how do I get it to do the full install not just when it is run the first time.
