Application works with only a given account

I have a problem where our project team have installed a Siebel test environment which only works when a certain account is logged in to the server. I checked all services to see if any were dependant on this account but I can see none.

I think it comes from a configuration error in Regional Settings but I cannot find anything.
When I try to run the application with another account

Any suggestions
