Application to test transfer and throughput rates?

Does anyone know of an application that allows you test transfer and throughput rates in which you can enter the destination IP?

A bonus would be if I could adjust the packet size that the application sends out to test with.

I think you need Chariot (This Tool is programmed to do exactly what you need. Please let me know if it helps or if I'am wrong in understanding your Problem.
