application to repspond on every port

I am wondering if anyone has heard or has used any application that will respond to a scan on every port. I want to create a machine in a test environment that will prove my ACL is denying everything it should be. Basically this test env is all network and no hosts so port scanning obviously will not work if there are no responders. If I had one system that will respond to every port and log which ports it receives request on then I could prove this. Any help would be great.

I've used this before:
It can run multiple instances to listen to multiple ports - bit clunky but it works. The problem is if you are doing more than just scanning it may not produce an appropriate response. Then I suppose you're better building a honeypot style server with real services running.
