Application to monitor/free up COM ports

Does anyone know of an application that can do one or both of the following:

1. Tell which process has locked a system's COM port(s)
2. Forcibly unlock a COM port that has previously been locked by a process

We're trying to help troubleshoot a custom program written for our company and this would go a long way toward fixing some issues we're having. Thanks!

HKEY_LOCAL_MACHINE\HARDWARE\DEVICEMAP\SERIALCOMM

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Ports

Search the Registry for COMn (n = number) and see what else you can turn up.
 
No, none of those helps. I'm looking for an app that can tell which programs are using the system's COM ports, and/or can be used to forcibly free up those ports from the app(s) that have locked them.
