Application setup through the web, not local

I worked for a company last summer where I programmed Powerbuilder. We set up my account on a web site and it downloaded the IDE to my desktop. To program I just opened Powerbuilder like it was another desktop application. I only had an internet connection, so my work effected the server at a remote location. Yes it lagged a little bit when programming, but not much.

I'm sure the end-user's application is the same where the person can access the application from anywhere with an internet connection.

What type of technology is this? How do you set it up?
