Application launcher in Microsoft Server 2003?

Dear experts:

We are migrating from Netware 4.11 to Windows Server 2003, and I am looking in Microsoft something similar to the Novell Application Launcher (NAL) in which I can associate applications to users and those applications are "delivered" to the user when they login, no matter the workstation. (a window called "Novell delivered applications for nnnnnn" appears on the desktop with all the programs the user need)

Can I accomplish the same thing with Windows Server?

old topic, yes I know.
I know you can distribute apps using GPO. I don't know of anything other than Zenworks that has that launcher window you talk about. I am in the same situation. Looking at a district wide migration from Novell to Win2003 this summer. I'm not quite sure how to replace the current NAL. I dont really want to (re)purchase Zenworks for my new servers.
