You could always use a Icon extraction program, i.e Microlangelo Librarian.
Then extract the Ico from any System files and use it with your program.
Something else that might work, is setting your Borderstyle to fsDialog or fsToolWindow. I'm not sure it will show your ico as the one you want, cause I don't have delphi at hand right now.
