Application Change Management (Tracking) Tools?

I am looking for a tool that will help us track and control changes to SQLServer applications. The applications are primarily made up of SQL databases, SQL Stored Procedures, Visual Basic, and Crystal Reports.

We currently have 2 environments, production and development. We probably need a third, test, which would only be used for fixes to production.

The intent is to 'protect' our production environment from changes made by mistake or without authorization or complete testing.

Other teams are using Rational ClearCase, but I am told that it does not lend itself to the SQLServer environment.

Any help or advice would be appreciated.

May look at products like StarTeam or SourceSafe

Having used SourceSafe in the past and currently using StarTeam I would recommend StarTeam
