Application.cfm and sub folders 1

I have an application.cfm with some declared values and the website title. This overwrites, as you would expect, any individual page settings.
However it seems to then overwrite on any and all sub folders as well, is this correct or is there a way to limit how far it goes?
 
it is correct

to disregard the actions of the root application.cfm, place another application.cfm into the folder
