Apple Time Machine Placement in Network

I know this requires some prognostication on your part, but in the following network diagram, does anyone have a clue as to why the Time Machine is placed in a different network than the general LAN with the Mac users?

It's connected to the X2 port of the Sonic Wall.

I haven't had time to analyze the situation, but it seems odd to me. Plus one of the employees said they had some computers stolen and they couldn't restore from the Time Machine, so that makes me think that they couldn't see the device.
