Apple G5 Xserve won't boot

I have an Apple Xserve G5 that won't boot.
Specifications are;
Dual 2.3 Ghz G5
4 gigs RAM
2x 80 gig SATA hard drives

When I press the power button the following happens;
Power light comes on.
Alert light comes on briefly then goes off.
All processor activity lights come on briefly then go off.
Upper disk dive lights are on green.
Fans spin up then speed up after a while.

No output from serial port or PCI video card which I added.
No sign of disk activity.

Would I be right in thinking the actions of the front panel lights
indicate it is going through POST and that the CPU(s) are working?
Could it be a power supply rail missing?

Any help appreciated.

 
Check the documentation for any troubleshooting procedures.

Have you searched Apple's website for any bulletins or other related info? Can you boot from the Apple disk?

Thank you for your reply.
After posting my request on various forums and newsgroups I now have it workimg.
I reset the PMU and installed a PCI video card from a desktop G3.
