App server on Hyper-V

I have an app server on Hyper-V and am trying to get to the instance. I can ping the address 10.0.0.190 which is the app server. I can get to the webpage by entering 10.0.0.190 to show the splash screen but I cannot get to the management page or 7071. Not sure where to look at this point, I am not familiar with Hyper-V.

Try http instead of https.

Where are you pinging from? Hyper-V server itself, or a workstation on the same LAN/vLAN?

Make sure your APP Server VM is connected to the correct vSwitch ("external", usually), and the correct vLAN is assigned (if neede).
 
I am pinging from the host PC which I am also using to try to access the App server. I tried both Default and external. I can ping them and get to the webpage splash screen just not to either 7070 or 7071.
 
I have both default and external for switches. Neither give me access to the 7070 or 7071. The funny thing is that the hardware NIC does not have IPV4 enabled.
 
I was checking on something and found I can winscp to the address, it seems like 7070 and 7071 or https are blocked somehow.
 
Try different browsers especially if using a self signed certificate. I know when I setup our in house Server Edition I was forced to use Internet Explorer before I got my certs sorted. Neither Chrome or Mozilla would give the option to "proceed anyways" when given a security error.

Tried IE and it says this webpage could not be found error code: INET_E_RESOURCE_NOT_FOUND.
 
Are you sure there isnt a network conflict with another device?

The best part of Hyper-V is you can try multiple installs. I wrote up a step by step instruction FAQ. So far it has been working well for me.
