App Builder Error Call xfer Block

I have an app programmed when you depress 2 it transfers to a toll free number. But when I press 2 I am prompted with a message "your call can not be completed at this time please try again later"

I then changed the transfer block to call out to my cell phone and pressed option 2 again. The call rings my cell but if I do not answer o receive the saem "your call can not..." message. If I dial the toll free number directly i hear the normal prompt. What could be wrong???

So on the transfer box on app mgr I am telling it to transfer to a 4 digit number and set the DCFW to go 9- and out.
I am not sure of your set up but maby this will help.
