For those who may be having Workplace APN issues, the solution note Avaya posted last year has just been updated. See
In summary:

[li]For 11.1.2 systems, change the System | Avaya Cloud Services | Account URL to accounts-ipo.avayacloud.com.[/li]
[li]On 11.0.4 systems that field is read-only, so the 11.0.4.8 will automatically update the URL.[/li]

Stuck in a never ending cycle of file copying.
