API used to incorporate the OS' File Browser/Picker

I'm trying to reconstruct a portion of data that was lost as a result of a disc crash. The section of code has to do with using the Windows OS file browser. There is an API that can be used to launch it, and source code. Can anyone remember what keywords to use? I've been trying all night without success.
