API gateway ATT_IN folder is being deleted

Something is deleting folder ...\wpgate\EXNAAPI\ATT_IN. This server is dedicated to just running the API. The Exchange 2000 GroupWise Router [exgwrtr]is the only process that writes to the API folders. For some reason, at seemingly random times the folder disappears. The exgwrtr complains because it can not write the .bdy file to ATT_IN and moves the .api file to its badfiles folder. From the Exchange server, I can create the ATT_IN folder manually and everything is OK. Or I can restart the API which recreates the ATT_IN folder at startup.

How can I find out who/what is deleting the folder?
How can I set rights so that no one can delete the folder but the exgwrtr account can still write to it and the api account can process and delete from it? I am not vary Netware savvy. The exgwrtr account is a Supervisor.

The server is running 5.1 and the API nlm says 'GroupWise 4.1 API gateway v2'.
