SNA Server 4.0 and earlier didn't have a lot to work with.
Host Integration Server (think of it as SNA Server 5.0) has WMI interfaces that should do most things that you need.
Your alternative is to use something like the system management tools available from various vendors like Tivoli or CA Unicenter.
