Apache2 service won't start after installation

I have installed Apache 2.0.47 on Windows 2000 Server. The machine doesn't have a server name registered to the internet (it is a development server), but I can ping it from another computer.

After installation, the Apache2 service has not started, and I chose the option to install Apache as a service on port 80 for all users. When I try to start the service, it doesn't start, and I get the following message in the error log. The O/S message says the service didn't return an error message.

Does anyone know how to fix this problem?
 
I have tried to work around this by starting the service using the apache.exe in command line, which produces no messages, but neither does it start the service. I get the same result when I try to start the service from the Progams menu.

I have searched on Google for parts of the error message above ('(OS 31)A device attached to the system is not functioning' and '_beginthreadex'), but these searches have produced nothing useful.

I have considered that Windows 2000 may not be configured properly, but I don't have any idea where to start looking.

Can you suggest other workarounds that I might try? Is it possible that I don't have Windows 2000 configured properly? If so, can you think of some changes that I could give a try?
