Apache2 permissions on win2k

I have an isapi dll that I developed running on my workstation web server. I moved the dll over to our main web server and now when I access the dll from an index.html it says "You don't have permission to access the requested object. It is either read-protected or not readable by the server."
What do I need to change so this will work. I thought I changed the permissions correctly.
