Apache SSL

I am running apache 1.3.19 at current, and I tried to install secure services (SSL). I can start the server with apachectl startssl, however when I try to connect via port 443 or with I get no response. Does this mean my ssl is not working or does this mean it's not installed or misconfigured? I cannot find a good source on this subject. Any help would be greatly appreciated.
