Apache SOAP - Still need Tomcat?

(very HIGH LEVEL question)
I haven't had the chance yet to really get dirty with SOAP (wow, that's kinda funny). Anyhow... There's an Apache SOAP configuration, right? And that handles communication to JSP's/servlets? How does Tomcat fit into that as the JSP/servlet container with WAR files?
