apache slow when no net connection

hello,
I am playing aroung with apache on my home computer, when I connect and download from my websites I get really slow downlaods unless there is an open net connection via the modem, why does this happen and is there any way to resolve it, ie. trick apache so it thinks that there is a net connection?? skottieb:)
