apache runs but explorer can't see it!

Hi!
My problem is the following, I tried to use Apache latest version for developping purposes (pages in php) but when I launch Explorer there is a message:
"the page you're trying to see isn't available offline" with two options: connect or stay offline.
I tried to configure it manually, tried

http://localhost,

http://127.0.0.1,

nothing seems to work. Then I installed IIS and had exactly the same problem. I got no permanent internet connection. Does someone know where is the problem?
Any ideas are welcome!

check the server name and the port used by apache
then try

http://server_name:port

Make sure the server is listening, because the localhost and loopback address should work off the bat. Rninja
