Apache not Starting under 95/98/NT 4.0

I am having the same problem as described in the thread "Apache not Starting\Windows 98". I am receiving the same message when using all three Windows OS. I have noticed that if my resident machine is not on our LAN then I have to do the old ServerName uncommenting trick. My quesiton is why do I have to do the ServerName trick when detached from a network but not the opposite. What is so particular to Apache that it needs to know it is on a network.
