Apache noindex.html

I currently have a web site with an index.html file inside the Document Root. I also have the noindex.html inside the /var/

http://www/error

directory. From time to time for some reason the noindex.html shows when going to the web site even if I have the index.html file inside the Root Document.

Any Input of why this is happening?

Is it possible that the apache user doesn't have read permission for the problem index.html
