apache handle only 2 requests at a time

Hello,
i have a cgi, and when i run it under Apache Web Server, i see in the
access_log that he handle the requests 2 at a time.
it happened when i tried to do a "balance checks" and i bomb my server with
request at the same time.
what can be the problem ?
im using redhat 7.2 and apache 1.3
i haven't change the httpd.conf. it uses the default installation settings.
