I've come to understand that FOP cannot do this conversion.
I had found GhostScript and XPDF, but since I was looking for a solution to run on a AS400 I didn't think these applied. These are both C solutions build for Unix type platforms.
What I found out was that IBM has basically an AIX emulator that runs on the AS400 so that Unix programs can be run. So I ended using GhostScript!
