Apache error (OS 5) Access is denied : couldn't create child process

I keep getting the error line above (720005) in my error.txt file while I try to run a perl cgi script in Apache. I can run the script from the command line. My path is correct. I've set given Everyone Full Control to my entire "Apache2" folder and "Perl" folders. I'm running the program from a the script-alaised /cgi-bin/ directory with the default permissions. Does anyone know why I am still getting these access-denied messages? Thanks in advance.

Hello,

My error log indicated "...(OS 5)Access is denied. : couldn't create child process: 720005:...", and I fixed the issue by giving a full path and filename for the Perl executable in the script, as shown below.

#!c:/Perl/bin/Perl.exe


I received the error above when the script started with

#!c:/Perl/bin/

or

#!c:/Perl/bin
