Apache does not bind to my address

I get this error when trying to start, stop, restart Apache 2.0...

(98)Address already in use: make_sock: could not bind to address X.X.X.X:80
no listening sockets available, shutting down

Httpd is in my /usr/local/apach2/bin/ dir.
The only way I can stop and restart apache is "killall httpd." Can anyone tell me what the problem might be?

That error can be caused by the server not shutting down when you restart it or you are using that address as the main server in httpd.conf and you are using it with ip addressing in a virtual host.
