Apache and "SSL VPN"

I am not sure if this is possible but this is what I was wondering.

I was planning on creating a Virtual Server in apache.
Requiring SSL encryption.
Have a private key.
Only pre-share the public key to end users you want to use it.

Anyone have thoughts on this?
